Kemptville Campus Hub projects operating surplus by 2019

The strategic and business plans for the Kemptville Campus Education & Community Hub (KCECH) were presented to council. An overview of the documents, prepared by BDO Canada, was provided at the Committee of the Whole meeting last night.

BDO representative Kelly Campbell says the strategic plan includes six key directions, including  financial sustainability and encouraging resilience in agriculture.

Campbell says the business plan looks at the hub’s strengths and weaknesses. It consists of three pillars: education and training, health and wellness and economic development.

Campbell says the target markets for new tenants on campus include construction, forestry, agriculture, horticulture and government.

Capital expenditures are covered for the next seven years thanks to a $3.7 million forgivable loan. The seven year plan projects an operating surplus in 2019 and a $1.3 million reserve by 2024. Rental revenue is expected to increase from $1.2 million this year to $1.9 million in 2024.

The hub has been incorporated as a not-for-profit and will be run by a board of directors in the near future. Post-incorporation documents are in the works, including membership agreements, bylaws and resolutions. Public consultation will be sought prior to the adoption of these documents.

KCECH Project Manager Patricia Remillard says 11 out of the 17 main buildings on campus are partially or fully occupied at this time. She says the biggest opportunity right now is Bell Hall, which may be converted into a health and wellness center.
