Were you near Elgin and Frank Streets August 23rd? Police seek witnesses

If you were in the area of Elgin and Frank Streets last Saturday, August 23rd between 2:15 and 2:45 in the morning, Ottawa Police would like to speak with you. Staff Sergeant Rob Drummond says “No one should assume that they have nothing special to contribute to the ongoing homicide investigation for Jabeir Jemmie. If you were in that area that night, you may have seen something, noticed someone, or even captured something on your cell phone that could be important.
